Under $200, earbuds are where the deals are. AirPods Pro 3 and Powerbeats Pro 2 both list for about $250 and were selling for around $180 on Amazon on October 5. Over-ears are a different story: the noise-cancelling flagships we cover sell for roughly $369 to $449, so the Soundcore Space One is the only noise-cancelling over-ear on this list.

The noise-cancelling over-ear flagships we cover sell for roughly $369 to $449 on Amazon, which puts every one of them over this budget. The Soundcore Space One is the exception at ~$84.99. The Beats Solo 4 is the only other full-size headphone here, and it's on-ear with no ANC.
